UK Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest study of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and land to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to increase local levies next April to address the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found council budgets being strained by the increasing figures of young people and adults requiring Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (IMD) covering UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of England. The figures underscores the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study found.
